The municipalities of Banyule and Nillumbik are often considered a low priority for funding directly to disadvantage and homelessness and are often regarded as affluent and stable.

There is only one five-bed crisis accommodation option in Banyule and Nillumbik providing accommodation for singles young women and young women with accompanying children. There is no crisis accommodation service for young males within Banyule and Nillumbik

In response to a growing number of services unable to find emergency accommodation for young people at risk of homelessness in Banyule and Nillumbik, the Banyule Nillumbik Youth Services Network launched an investigation into youth homelessness in the region in 2009. From the resulting research project as outlined in the Wearing Out Your Welcome report, a picture emerged of a significant gap in how to engage with and support young people identified as at risk of homelessness.

This informed the creation of "Time Out", a set of resources designed to support schools and carers who are assisting young people who are living out of home.
